The whole memorial spans the same length as one of the Liberty (or maybe Victory . . . I forget) ships launched from this very spot.  In the back of the picture you can sort of see the hull section.  From there a cement walkway takes you toward the water.   (I'm not sure what that central cylinder is supposed to be.)

All along the walkway are historical "foot" notes.
